David is counsel in Gowling WLG’s Toronto office where he has acted for corporations, municipalities and utilities involved in the generation, transmission, distribution, marketing and financing of energy.

David currently serves as Chair of the Board of Directors of Toronto Hydro, 407 International and PCI Geomatics. He also serves on the Board of Directors of Cricket Energy Holdings Inc.

David is a member of the Board of Directors of the Ontario Energy Association and currently serves as Secretary/Treasurer.  He served as Chair of the Board of the OEA in 2015/2016.

David has played a key role in a number of initiatives relating to the power industry. He served for over a decade as Chair of the Stakeholders Alliance for Electricity Competition and Customer Choice, a broad coalition of business and energy-related organizations.

David served as one of Canada’s representatives on the Electric System Working Group of the Joint Canada-U.S. Task Force established to investigate the power blackout that hit Ontario and the United States in August 2003. Also in 2003, David was a member of the Ontario Government’s Electricity Conservation and Supply Task Force, which issued its final report in January 2004.

In 2006, David was the co-leader of the investigation established by the Government of Jamaica to review the reliability of the island’s transmission system.

In 2012, David served as a member of the Ontario Distribution Sector Review Panel appointed by the Minister of Energy, which reviewed Ontario’s electricity distribution system and made recommendations to improve the efficiency of the sector.

In 2014, David served as Chair of the Independent Review Panel appointed by Toronto Hydro to review its response to the ice storm in late December 2013.

David served as Chair of the Board of the Ontario Centres of Excellence from 2004 to 2010 and was instrumental in the launch of the Ontario Centres of Excellence and Energy in 2005.

David serves on the Advisory Board of the MaRS Advanced Energy Centre and on the Advisory Council for the Waterloo Institute of Sustainable Energy. He is a member of the Council for Clean and Reliable Energy. David has served on the Smart Grid Forum of the Independent Electricity System Operator since the inception in 2008.

David was named the Energy Leader of the Year by the Ontario Energy Association in 2013.
