Dr. Joseph Baugh

Dr. Joseph Baugh’s professional career began in 1973 as a groundman on transmission powerline construction projects. He has since amassed an extensive set of experience in the electrical utility and energy fields. Prior to joining Guidehouse in 2019 as a consultant working on cyber and physical security projects (with a focus on CIP-002, CIP-012, CIP-013, and CIP-014 projects), Dr. Baugh worked at WECC as a Senior Compliance Auditor and performed compliance audits and investigations at WECC utilities and other registered participants in the Western Interconnection for compliance with the NERC Critical Infrastructure Protection [CIP] Reliability Standards, including cyber security and physical security protective measures.. He worked at a generation and transmission utility in Arizona from 1982-2011, where he gained extensive experience in power system operations, information systems, cyber and physical security practices, and forensic investigations.
Dr. Baugh served as an adjunct faculty member for multiple colleges and universities since 1996 and is currently affiliated with the University of Phoenix (2009-present), where he teaches Information Systems Technology, business management, organizational behavior, and leadership courses in the College of Doctoral Studies and serves as a mentor to doctoral students throughout the dissertation process in the Doctor of Business Administration and Doctor of Management programs. Dr. Baugh presents the results of his ongoing professional and academic research at conferences and symposia held in domestic and international venues.
Dr. Baugh currently holds the NERC System Operator certification and is one of fewer than 300 Triple Crown holders worldwide of the ASIS International PCI, CPP, and PSP physical security certifications. Dr. Baugh also holds the PMP certification and several cybersecurity certifications (CISSP, CISA, CRISC, CISM).
