A Discussion of the Impacts of the Provincial Government’s Recent Energy Reform Announcements

The Government of Ontario is implementing a new energy policy vision for the province, announcing a series of significant changes. The government’s new vision includes substantial changes to the governance structure of the Ontario Energy Board, introducing a new on-bill credit to replace the Fair Hydro Plan, winding-down the Conservation First Framework and moving to centralized program delivery by the Independent Electricity System Operator, seeking greater coordination between electricity and natural gas conservation, and launching consultations on industrial electricity pricing. This package of actions will have an impact on all players in Ontario’s energy sector.
